Not an 80m perma scan with enough inbuilt prescision to see all but the most dampened of scouts. And still have a completly maxed out primary tank as well.
You have to give a little to get a little and for FOTM players it's not worth the investment, especially not when you can longer achieve the same eHP as an Assault.
Progression on Range Amplifiers for Gallente/Amarr is as such:
base: 20m Static skill bonus: 30m Range Amp 1: 43.5 Range Amp 2: 60.5m Range Amp 3: 76m Range Amp 4: 85m
Basically, if you want to be a little do-nothing wall hacker for your team you can take an amarr scout and run 2 complex precision enhancers, 2 complex range amplifiers, 2 complex profile dampeners, and an Ishukone Cloak. You can just sit there inside the city and scan the majority of scouts when they aren't cloaked and some even when they are.
Or you can be a little more combative and rock 2 precision mods, 1 range amp, some plates and use a weapon to hunt down flankers/lone wolf/etc.
But if a scout gets scanned they usually just put more dampeners on. So once they don't want to be found they aren't going to be. So you're better off with a Cal Scout with 4 shield extenders, a range amp, and an armor plate picking up all the medium and heavy frames which there are now a lot of.
Now here's the really hard part that people just think is so unfair. The best counter to scouts. . . is visual awareness. But people need their crutch. They get so upset that people are allowed to sneak up on them. Make a habit of checking your back side. Try running a few matches without active scanners or scouts in your squad. You learn fast when there's nothing to lean back on after you get knifed in the back or blapped from behind by a medium frame using a shotgun -because you can't blame "cloaked scout" when I pop out of nowhere using a Gal-Assault
